Sometimes you can hit what appears to be a limit on the number of pop-ups in Firefox that you can open at a single time. It's a configuration issue with Firefox. Here's a good article that explains it: Increase FireFox's Maximum Popup Count.

In short, enter about:config in the Firefox url field and change dom.popup_maximum to 10,000 or something huge.
